This Candy-type fella shall be known as the Snow Rabbit Pokémon!

Its name shall be Carrabit! They are perfectly camouflaged in the snow. However, they can still be easily tracked down by Pokemon like Houndour because of the strong sweet smell they emit.

It evolves into a Snowcap Candy Rabbit Pokemon called Cappit! It has large feet and oozes white chocolate! But be careful- it can also emit poison!!

At level 33, it becomes the ferocious Seedeath, it is a large lizard-like mon who carries a large sunflower on his back, and gains part ground typing.

This Poison/Psychic-type will be known as the Ice Cream Producer Pokémon! Take that, logic! :p

Anyways. Soublimate are commonly found and more than welcome in large northern snowy cities. They use their psychic abilities to change the chemistry of falling snow to create the most delicious ice cream. Their powers also help to purify the air, cleansing out all smog and other pollutants. As a result it gets along poorly with fellow poison type Pokemon Such as Koffing and Muk.

I was think of a hydra that uses its Shedded skin as a ski mask. Your idea could be the first stage. Boxra has small, plate like wings.

At at level 35 with a Fighter in you team, it evolves into Icikill, a trecherous icy beast who exists to show not all fairies are kind. He is easily the largest Ice poke of all time, and punches the power of at least a million boxers. It has been said that no trainer has made it out alive when they were grinding in his territory.

(Oh and could we please stop with the X-mas themes? It's kinda getting old. Sorry if it wasn't.)
