You need both to function, since the brain controls what happens in the body, and the heart provides the blood and the transportation of blood oxygen, wastes and other things.

All the video really shows is the men putting the noose around his neck. They show Saddam initially dropping but not the breaking of the neck part. They do show a closeup of his face though after he's dead. Kinda eerie...
