I prefer the evo, but for me it's not bad enough to vote it down.
It's kind of cute.
 
6. If it's evolution Beartic had an actual speed stat it would be a great pokemon.

It's so slow that even with Slush Rush or Swift Swim it still often gets outspeeded.

Fairy types just invalidated them even more. Completely took away the niche of beating dragons.
 
2. I mean they did the right thing with nerfing steel types. I like fairy types too, but they didn't need certain resistances (like bug).

Given that they already showed a circle with the types a new one seems unlikely.

They had the chance to buff Ice types when they introduced the Fairy type and ignored it, so I'm not counting on that either.
They definitely need an additional resistance or two though. Preferably Ground and Dragon.

Just because another type is now better at beating Dragon types doesn't make Ice types invalid to any degree though.
It's not like beating Dragons is their only use either.

Ice in it's current state is an offensive typing. The main thing crippling them is GF's decision to make almost all of them slow and bulky. That's not a problem of the typing itself, but poor decisions from GF.
Fast glass cannons like G-Darmanitan and Weavile are really strong and a better representation of what Ice types could be like.
