It's habbitat loss. Resorts like Nastina's get built on top of their coral reefs. Tentacool, Krabby, Goldeen, Staryu and all sorts of water pokemon depend on the reefs. It's really we humans that have been cruel.

Tentacruel can get Clear Body, which prevents its stats from being lowered, or Liquid Ooze, which deals damage to Pokemon that use draining moves.
