To get Fogy Weather you need to be champion.

In gen 6 you could get this line in both Pokemon X and Pokemon Y and it was not version exclusive.
In gen 7 you could also get it in both Sun and Moon, but it was an Island Scan mon.

Some middle evolutions drag before hitting the final form, didn't feel this way when I used dusion despite the level 41 evolution.
