I think by "perfect life form," the Pokédex means it didn't need to evolve any further to adapt to environment because it is already well-adapted to it. I would also describe it as a "pseudo-fossil Pokémon," mainly because it has characteristics of a typical fossil Pokémon such as a higher male gender ratio and partial Rock typing. The Pokédex does describe it as a "living fossil" as well. Relicanth is also interesting regarding its role in seeking out the Regis. I probably would never use one in battle or even put one on my regular playthrough teams, but this alone is enough for me to find it interesting enough to vote it up.

Now that you mentioned it Luvdiscs stats are below average at 330. That's just bad, especially for a pokemon found late in the game before Ever Grande City.
