I want to love Glaceon like I do with Espeon, but it has several flaws. I will still upvote it because it is still better than Flareon with better bulk and greater STAB moves. Glaceon should have had better speed than defense because ice types don't make for good defensive pokemon. They never do as long as they have 4 weaknesses with no meaningful resistances (resistance against yourself is meaningless) and with the existence of stealth rock. However, hail + snow cloak + blizzard w/ 130 special atk. makes Glaceon almost invincible. Flareon still has nothing compared to this.

Although the Ice Stone was introduced in the Alola games, Glaceon isn't able to evolve using one until gen 8.
