Is the design great? No. Likes the Pokemon anyways. Happened because it was so underwhelming and forgettable. Only gained some kind of foothold with the introduction of Body Press two generations later. Too bad about the new snowstorm not boosting it further.
Wonders if it would have been given the time of day with a Bug/Steel typing. Specialized it pretty hard. Compare it to Tangrowth's base stats, though.
Avalugg: 95 HP, 184 Def, 46 SpDef.
Tangrowth: 100 HP, 125 Def, 50 SpDef.

Unfortunately it isn't 100% accurate, though that's less of a problem in in Legends Arceus as you could Strong Style it into 95% accuracy.
