That's because Torterra is a tank with a massive canon. Toedscruel is all tank with no canon. And the materials are far cheaper.

What Toedscruel needs is a better ability in my opinion. And a differently arranged BST but the ability part is more important. I know I keep comparing it to Tentacruel, but that's because Tentacruel's abilities are perfect. Clear body means its stats cannot be lowered. For a pokemon that can learn both swords dance and acid armor/barrier pre-gen 8, your opponent's only out would be haze or roar/whirlwind. Liquid ooze means that grass types and other sap healing tanks must rethink their strategy. Rain dish allows Tentacruel to be a self healing tank. All 3 synergize perfectly with Tentacruel. If Toedscruel had something like poison heal it could work. In fact, it's a mushroom. Give it an ability to wear being poisoned or hit by poison moves boosts its stats.

Klawf is 4 feet tall. That is a giant crab. The same height as kingler, but it weighs more at 174.2 lbs compared to kingler's 132.3 lbs. Also I think its ability, anger shell, is interesting. When an attack makes Klawf's HP drop more than 50%, it gains a boost in both atks. and speed by 1 stage. At 100 base phys. atk. and 75 base speed that's not bad. Alternatively you also have regenerator as a hidden ability if you don't like anger shell. I also forgot to mention this but Klawf is a rock type. That surprised me.
