This does pretty much confirm that the Red Gyarados will be in the game (though why they would remove it completely is beyond me), but it doesn't confirm that it'll be catchable. Does anyone think that they might make it fightable but not catchable, for whatever reason? If they were worried about making shiny Gyarados valueless, that's something that could happen. I'm not saying I think it will, but it's something to consider.
When is the last time a Pokemon has not been catchable in one of the games after fighting it??? That's right, never!

I have faith that the Red Gyarados will appear in the new versions. It's a pretty big plot point, after all. Also, it's awesome.
It's quite obvious that the Red Gyarados will be included, it's an integral part of the game. There's no real reason to speculate on it. You might as well speculate whether you'll be able to use PokeBalls...

And yea, there's a 99.9999999% chance that it's red Gyarados. It's on the water, and the shiny sparkles are visible. Unless they wanted to emphasis shiny Pokemon for an unknown reason (maybe because shinies were introduced in G/S/C?), that's red Gyarados.
