Surf is for STAB and is Flish's best one at that, covering more than Flash Cannon would and is more reliable than Hydro Pump is and consequently allows him to combat Mamoswine, aswell as Rock types like Tyranitar and Rhyperior etc (though he should do so with care since both of those Pokémon can pack fighting moves like Focus Punch, Brick Break, Hammer Arm, although granted these are rare). Recover / Roost are an obvious choice here, as it allows Flish to recover off some of the damage he takes to enable him to stay in the game longer. Ice Beam makes Flish an awesome counter for Garchomp, Physical Salamence and Dragonite (It will always OHKO the aforementioned Dragons with this spread). It also hurts incoming Grass-types like Tangrowth.
Hidden Power Electric takes out Gyarados in two hits, who would otherwise be able to set up on Flish. Grass Knot deals with other Water-types better than any of its other moves such as Suicune, as well as a move that Swampert despises. Stealth Rock is also a great option as always for team support.
Flish also has a few support options he can use in the second and third slots, if you already have Gyarados or the dragons countered. Toxic helps to wear down opponents, and Thunder Wave slows down any fast sweepers. Light Screen provides defensive support for Flish's team mates and helps against special attackers as does Reflect but with Physical attackers.
The item choice is a tough one here, Shed Shell allows you to escape from Magnezone, who can trap Flish and Flish wont really mind the lack of Leftovers thanks to Recover, however Leftovers, as always, is a great item and allows Flish more survivability if you feel he should need that.

With its above average defenses and massive amounts of resistances, Flish is easy to switch in, making it a natural candidate for Choice Specs, with its good special attack. Hydro Pump scores an OHKO on Magnezone, and you can afford to miss once in a while to do extra damage. Surf is still an option for better accuracy. Ice Beam and Grass Knot are standard fare, taking out Grass and Water-type switch-ins respectively, Ice Beam also takes out Dragons. The fourth move is a mainly for Gyarados because its not 2hko'd unfortunately by Grass Knot. Hidden power electric also assists in hitting Vaporeon, Tentacruel etc harder than said Grass Knot. Recover or Roost can easily be placed in either of the last 2 slots should you feel that one of the moves there isnt needed and allows Flish to heal and stick around longer.

This Flish makes a fine switch in to absorb sleep from the likes of Milotic, Yanmega, and Roserade. This spread is more defensive and lets you take hits from both sides of the attacking spectrum, however you can use the spread of the first set if you wish. Because Rest is assisting in recovery, Shed Shell may be a good choice for this set so Flish can escape the clutches of once again, Magnezone.
Other Options
Shock Wave and Charge Beam are perfectly acceptably if you cannot manipulate Hidden Power Electric at will. The latter may allow a sweep if you get enough boosts, however, Flish has low speed so its unlikely. Hidden power Ground can be used if your paranoid of Magnezone and Lanturn.
Shadow Ball, Dark Pulse are all ok options on the specs set, to hit psychics and ghosts harder than Surf, however Hydro pump will still outdamage them.
Flash Cannon gets STAB, but has poor coverage. Icy Wind could be useful to cut your opponent switch in speed down making it an easier affair for your next pokemon to come in. Silver Wind could be used to hit Celebi harder than anything else and U-Turn could also be useful for scouting. Rain Dance is acceptable with or without a Damp Rock. Safeguard is also a cool option for team support and to prevent status.
Flish's Physical movepool isnt worth looking at, as it has a paltry base 55 attack.
EVs
Pour evs into hp and defense is obvious on the walling sets to weather hits from Garchomp, Gyarados, Salamence, Mamoswine, Tyranitar amongst the things your are going to be walling. Special defense can be given if you wish, doing so lets you come in on Specs mence etc easier, as such, both the Rest Talk and Countering utility sets have interchangeable evs, meaning, either sets evs can be used on the other. Modest and 40 special attack evs, which give you 270 sp.att, allows you to always ohko 4 hp / 0 sp.def Garchomp,
92 Speed Evs on the specs set allows you to beat minimum Speed Blissey and your one point above 4 speed ev neutral machamp, 252 sp.att evs should be used on the specs set aswell, whilst the reminding evs should go Hp for a bit more survivability.
Opinion
Flish is perhaps one of the best utility pokmon, being able to counter a huge list of ou pokemon. It has a massive list of resistances and only two weaknesses to brag about. Flish also has a great utility movepool, along with a wide special movepool and good special attack to back it up.The thing that really holds it back from being a complete powerhouse on the attacking side is the lack of Speed. However, flish is a fantastic tank and is a very solid choice on most teams.
Counters
For every set, Lanturn is an excellent counter; it is barely scratched by even Grass Knot and can paralyse or Thunderbolt Flish. Countering the tank/wall set isn't very difficult. Electivire can switch in to anything and immediately threaten to maim Flish with ThunderPunch,Thunderbolt or Cross Chop. Blissey, Cresselia, Snorlax, and Regice all wall Flish. Hitmontop spins away Stealth Rock while threatening a KO with Mach Punch or Hi Jump Kick and Close Combat. The Specs set is harder to shut down. A Blissey, Cresselia, Snorlax, Regice and Lanturn all stop it cold. Hitmontop can Mach Punch it, and Lucario can use Vacuum Wave/Aura Sphere. Hitmontop's high Special Defense can help. Ludicolo can handle everything really, bar Toxic. Machamp can switch in and threaten to defeat it with its STAB moves. Heracross, the owner of base 95 special defense, can also come in drive it away. Magnezone can trap and kill Flish's with STAB Thunderbolt.
