Lavender Town, I mean Pokemon Tower became a Radio Station and even if it was a spooky tower Celadon City is still close by. Snowpoint is in the middle of nowhere

Dig because it was good in gen 1. It had 100 base power, and there were fewer ways to a hit Pokemon underground, even fissure and earthquake wouldn't work on you.

Not a huge fan of either's shiny, but at least Mew's stands out so I think I'd go with that.
