Edit : I wanna post something I noticed. 3Dchicken says NCG (yes this is nice cream guy and the acronym is rather convenient) visited her shop am hour before his death. Dead 3Dcow (am I really saying this) says she saw NCG writing on a card an hour before his death.
Given the fact that the death time is deadly specific, as in 12:00pm and that the characters say one hour ago, not about an hour ago, I think one of the two is lying. I guess someone searching NCG's stand will provide some answers.

To be brutally honest Charlie doing it actually seems plausible, considering he's pretty much been on a genocide run so far. But if narration says he's innocent.... eh. Samus being nervous is a red flag to me, so I'll interview her.

She barely has any human contact except for the shop owners, let alone cops interrogating her. It's only natural for her to tremble. She probably spends most of her free time showcasing her cats on some weirdos site and browse even more cats in 9gag.

Well think about it. Pikachu is cute and can't speak our language. Nobody would suspect it of being the murderer. Furthermore NCG was decapitated. Samus doesn't use swords or anything like that; if she were the murderer she would probably use her arm canon. Pikachu on the other hand can learn a move called Iron Tail, which allows it to use its tail like a sword, slicing off NCG's head. As for why it would murder NCG... Well I'm not certain of that. Perhaps it was payed or ordered to do so by someone else? Candy perhaps? Like I said I don't have enough evidence yet.
