What is this "region" thing?

... and why can't I select "Charlotte-Mecklenburg Metropolitan" or "Rock Hill/Fort Mill/York County, South Carolina" as my preferred region?

Well crap, and it doesn't look like there's any way to opt-out of it either.

Guess I should select some random region just so I'm not randomly stuck with the cesspool that is Hoenn...
