To be honest, level one Pokemon are hard to distinguish whether they have 0 or 31 IVs.
It wouldn't show that much difference. The general rule is to level up the Pokemon to at least level 50.
Save the game first and level it up with 49 Rare Candies, then use the IV calculator to calculate it.
Note that some old Pokemon had their base stat updated like Roserade, Staraptor etc... and from what I know of, there is no IV calculator for Gen VI debut Pokemon yet. :/

Anyone know what level Dragonite learns Outrage at?
From what I know of, he sells two Mega Stones only.The old man at the stone emporium won't sell me anymore mega stones. I bought blastoisinite and for 3 days now he's been locked in the "this is one of the stones I warm with my hands" text. Has this happened to anybody else?

You don't. I forget where the dude is but there is a dude who tells you what ivs are highest on your pokemon. Depending on what he says mean diffrent things. You could google "where is the iv checker in pokemon x &y?"because there is one
How the hell do I work the PokeRadar?!
Use the D-pad. Get off the skates, bike, itemfinder, etc. You need to use super/max repel and lead the party with something stronger than the wild Pokemon. Many of the general chaining guidelines are found in youtube videos, such as this one https://www.youtube.com/watch?v=PUqVSX7fjr0
In X/Y however, you need to go to the most vigorously shaking patch rather than a patch that is 4 rings away (diamond/pearl).
does anyone know if you can get any contacts other than the ones that you get with the lens case?
