They won't be featured in the Beta 15, that's for sure.
If you look at the main post you'll see that yes, Johto and many more regions are definitely intended to be made down the road though.

They weren't excluded, they simply weren't introduced yet. I suppose it has to do with the storyline and the way Aethestode wants it to unfold.

That is correct, yes. It had Mega Evolutions added as regular evolutions. Said beta can be found in the Downloads section of the main post.

I tried to breed a jynx to get a smoochun but the egg hatched another jynx. The same with pikachu for pichu (I'm aware the breeding house has some bugs some perhaps it's part of these).

Them not being able to learn TMs is most likely an oversight that should be corrected for the next beta.
As for your latter question, no, they certainly cannot evolve.

Have you tried to use the RTC Fix in the Downloads section of the main post?
Anyway, yes, you can play the game. Without access to the RTC, you'll simply miss out on some optional events, that's it.

Thanks for your response. Yes, I tried the ips patch but it didn't change anything. For the record, the ups patch gave a checksum error and wouldn't patch, probably because it was built for beta 13 and I was trying to patch 14.
