Yeah, that's sort of the train of thought I was going with too. Now that I think about it, there are a few Pokemon games that actually do make it so you have to hunt for Legendaries or discover them on your own. Pokemon Mystery Dungeon was notorious for that, and it was exceedingly difficult to get to each legendary because they had specialized dungeons which kept going on forever. I don't think I ever got all the legendaries in PMD: Explorers of Sky in particular, since that was considered a "master quest" edition with all the legendaries from all the games up to Gen IV. Also, you had to be extremely patient since some legendaries were part of random events in the game that didn't occur too often (namely Raikou, Entei, and Suicune wouldn't appear until you accepted their challenge bulletin on the side-quest/mission board in the game); furthermore, some legendaries wouldn't appear unless you had special items (the Sacred Tablet or Golden Icon, iirc), and then you had to figure out what dungeons they'd appear in (even then, they wouldn't always join your team when you beat them, meaing that you had to go back and fight them repeatedly until they did).
Still, my point remains that it'd be nice to have legendaries that weren't out in the open, or easy to find. That's the only thing I dislike about Pokemon lately, all the legendaries (even special event ones) have some tie-in with the story. The only games that make them available just in side-quests are the side titles.
