Not necessarily the tilemap, though. The tileset, I find, leads to problems if it's too big. With the tilemap, you wouldn't want to exceed the screen dimensions (which escape me at present), as there wouldn't be much point in a single graphic being larger than the screen itself.
So in short, smaller tilesets= good, but tilemaps should be of appropriate size- but keeping them smaller is no harm, either ;)
