Dead for a long time, with the new engine there's no use for the hack.

"Garçon" is not in my translated files at all, and while translating I noticed that there are 7 "new" files inside the rom that normally aren't there, so I think this problem comes from the game calling the name of the "passerby boy" from two different files, one translated and one not translated. I should be able to fix this by seeing which ones of those custom files contain the word garçon and just translating those entire files to be sure that it will be translated in-game.

Are you using patch v2 or patch v3?

Since I do understand Spanish, I read the thread in the first link and I see that you put in at the end a code to see EV and IV…

Indeed 255 is the maximum value, in fact in MindCrystal Vitamins give 15 EVs in their respective stat and cap at 255 EVs.

In CrystalTile2, click Ctrl+N to open the file browser, go to file a/0/1/7 then right click and click "Sub-file Sort…", this will open the sub-file browser and this is what the term "File" actually refers to.

Once you open your ROM in NSMBeditor, go in the "Tools/Options" tab and click on "Decompress ARM9 binary", then you will be able to extract the arm9 fully decompressed (size should be roughly 1.06 MB).
As a bonus in this version of NSMBe, if you go in the "ROM/File Browser" tab, the button "Decompress overlay" actually works so in theory you should even need CrystalTile2.

Actually it should work, I checked the decompressed arm9 from HG (U) and it does return 3 results.
The link at the end of the post does help for quicker testing though.

Well, when I first did it I just wrote the HP bar handling functions from scratch. A lot of the code was not reverse compatible, so I actually had to rewrite most of it. Being confined to the game's code, definitely had it's trade offs in difficulty. :)

To just make it publicly available was not an issue for me. Maybe some day I will go back and make use of it myself :)
