Generally Adamant or Jolly is what you wanna go for. Jolly though is more for if you're planning to have it always mega evolve and be in rain as much as possible due to Swift Swim, otherwise Adamant is the way to go since without Swift Swim active Swampert/Mega Swampert is kinda slow.

Yeah, this is the way. Mega Swampert in the rain gets double speed with Swift Swim, which more than compensates for the boost it would get from having a Jolly nature.
If you want to use it for its Swift Swim ability you want it to be as fast as possible. That way it can outspeed as many Pokemon as it possibly can. The lower Attack stat also isn't an issue here because a fast Swampert isn't supposed to deal as much damage as theoretically possible. It comes in on an already weakened Pokemon and deals just enough damage to ko it.
On the other hand, if you want to deal as much damage as possible then you also don't use Swampert to beat the opponent. Instead you use it to weaken the opposing Pokemon as much as possible. That way, something faster can come in later and clean up.
