Correction: when Avalugg uses Avalanche as Charizard Y switches in, this is what happens:

That's because Avalanche only doubles in power if Avalugg gets hit by an attack.

As a result, Charizard Y is a check, not a counter, to a full-health Avalugg. While it can switch in to Earthquake and Avalanche on a full-health Avalugg, if it takes a hit from the latter and brings Avalugg down to 1 HP (via Sturdy), Avalugg can KO back with the boosted Avalanche.

If there's one thing I don't like, it's the phrase "Nothing can beat this". Vital Spirit nulls your sleep mechanic, while Taunt prevents you from getting too far setup. Throw in a resistance to Dark-type and a Sitrus Berry to keep Primeape in a little longer if need be.

Primeape switches in after the previous pokemon gets put to sleep (likely when you'll set up sub).

Why Bold when you use physical attacks? That's pointless. Also, Defense-boosting natures and Curse are redundant; Steelix needs more specially defensive investment to patch up its exposed Special Defense. And an unSTABed Rock Blast isn't that great without Skill Link.
