Rayquaza is a solo third legendary. Reshiram and Zekrom are the main two, with Kyurem being the third. Then maybe they should have the player battle against Zinnia first before catching Rayquaza. I felt that her battle in particular was quite a let down since mega rayquaza was in the team. BTW, Kyurem was indirectly controlled by Ghetsis in BW2, although you fight against it one on one before directly confronting him, but it still obeyed his commands in trying to kill the player and it cannot be caught during its first battle, which is why I view it as a 7th member of his team. I don't have much of an opinion on it really. Pokemon has done "lore" with Dragon-types to death in the past already.
