No, but animals like monkeys can learn how to.

Which I guess in Pokemon would mean only certain Pokemon would be able to use man made items.... But that's gonna get complicated as there's Pokemon that carry man made stuff around that changes every time it evolves as well (Timburr line).
GF probably just threw all of them onto one heap and axed it entirely. :sadwick:


There's just instances that make it feel wrong that no Pokemon can use man-made items to me, like in the TCG Indeedee is shown to know how to use a broom and pour tea:

Indeedee should definitely be able to figure out how to use more man made stuff, which would be just one example.
 
Most Pokémons from the humanoid egg group should be able to use man-made objects.
But, I guess man-made objects are probably too strong.

There are human-made items they can use, like a Metronome, Eject Button and Scope Lens, amongst others.

Also, Pikachu can use a ketchup bottle:
