Pretty much this. Also, not everyone wants to (or can afford) to have surgery. Some are happy with hormone treatment and a change in wardrobe, or even less than that. It's all to do with how you feel. It's really not much different from a gay person who hasn't had a relationship yet. You wouldn't say they're not gay because of something they hadn't done.Transgendered isn't just about whether or not you have had the surgery. It's more about if you feel you are in the wrong body etc. and transgendered people prefer to live as the gender they feel they are more comfortable as, regardless of surgery.
