Moves that Pokemon learn/don’t learn that don't make sense

Also, I wanted to mention something I recently learned in a Youtube video, but.

For whatever reason, Shedinja can learn Rest and Substitute. Which, is useless to it, since the moves will always fail? That's weird. Shedinja shouldn't be able to learn moves like that. Probably just a troll by gamefreak or something.

Also, Rapidash, and Galarian Rapidash can't learn Horn Attack. Rapidash, a unicorn, can't learn Horn Attack. I don't get why? It can learn Megahorn, but not Horn Attack....

this seems to be the norm among some normal types that they can learn elemental moves like fire blast, thunder bolt/thunder and blizzard. it's kinda wild.

And what I've learned from this thread is that Pokemon anatomy has no relation whatsoever to its movepool. Pokemon logic always rules. JKyurem can't learn Ice Punch, I've had enough.
 
Another one I can't understand is Golem and Machamp being able to learn Flamethrower. First of all why can they learn it, and second why even would you want to teach that move to either of them, given that their Sp Atk stats are garbage.

Well..., I guess it WOULD give Golem some sort of type coverage, but why Machamp? Fighting type moves are strong against two of the four types that Fire type moves are strong against, and neither Grass or Bug types are super-effective against Fighting types.

Bronzong can't learn Heal bell, now that's really an issue. Raticate learning Blizzard, Machamp Learning Flamethrower, keep them coming, we all can have a good laugh!
I want to add something, I don't know if it's mentioned already, but Smoochum learns Mean Look. The cute little Smoochum. And guess what? Glalie can't use Mean Look.
 
Not sure how to quote yet, haven't figured it out, but Latios and Latias as well as Flygon can also use Fly, but that's not really abnormal or unheard of, @Captain Typhlosion.
