ice beam is a good idea. and i would lik mewtwo to have endurance like be able to last long in battles or thru many battles without ising items. so it would need some decent PP per attack

Question about my blastoise.

My moveset right now is:
Bold Nature

Surf
Mirror coat
Protect
Ice Beam

I was thinking, should I replace Protect with earthquake?
do you guys feel that my blastoise would be better?

My blastoises role in my team isn't exactly set in stone.

also, is rapid spin maybe a good choice to replace protect?

Just wanted to know from more experienced pokemon battlers what I should do.

Having Earthquake with a Bold nature is really stupid, since then you're getting a decrease in pwer from it. Your Blastoise set should be something like this.

Bold Nature
252 HP, 252 Def, 4 SpA
- Surf
- Rapid Spin
- Ice Beam
- Toxic

This way you can spin away spikes and pretty much cripple enemies with ease.
 
So would this work?

Ice beam
Mirror Coat is not as useful as Rapid Spin since it boils down to prediction at times and Rapid Spin makes sweeping and switching in and out much easier for your team, go with the set Hayley Williams suggested.

Crunch
Flare Blitz
Extreme Speed
Reversal

Any suggestions?

It has a ridiculous amount of speed, its speed IV is 31. its Attack as well has a 31 IV

Everytime I lvl it up its speed/attack goes up by 4+ (its a level 59)

It's Timid nature 4 HP/SAtk/252 Speed

What kind of job should it be assigned on a team?

Also I don't if I should Surf > Hydro Pump. There are some OHKOs and 2KOs Starmie gets with Hydro Pump that in misses out on with Surf but Surf is more reliable.

Depends on what you're trying to get your Arcanine to do. Reversal does nothing for you, unless you're using a SubSalac set, so I'd use Thunder Fang > it.

You basically want to use it to spin away entry hazards and later on perhaps sweep a little bit. LO Starmie has the added benefit of being able to 2HKO Rotom-A with Surf after SR so it does it's spinning job very well. Surf and Hydro Pump is a difficult choice, Hydro Pump offers you to ability to pretty badly hurt even the bulkiest of Tars and sometimes OHKO standard CBScizor after SR but it's really unreliable and can cost you matches at times, it's basically reliability vs power. Your choice.

You might also want Tbolt just to hurt stuff like Gyarados.

Hmm well I've recalled why I gave it that set. I used to use it as an anti-lead and some guy on Smogon said Hydro Pump is preffered because all common leads are OHKOed or 2KOed by it or are weak to Ice Beam or Grass Knot. Grass Knot I believe was for Swampert and once the lead is gone spin the Rocks away.

Does LO Starmie OHKO Rotom if it goes Hydro Pump > Surf? Switching into CB Scizor isn't hard since I resist Bullet Punch. And being the Pursuit bait it is, being able to attack Tar instead of having to switch out is always nice.
 
LO Starmie's Hydro Pump does 66.1% - 78% to the standard Rotom-A and 83.1% - 97.9% to Specs/Scarf Rotom-A.

I just got a quick question: what is the most used OU/UU list. Because in some lists, Rhyperior is an OU Pokémon, but in some lists it isn't! So... which one should I believe? Is Smogon's list the most-used? Or another list?

I need to change CB Scizor for something that is just as powerful and good and also has a bunch of resistances, I tried using a Scarfgon but it didn't work out because it left me with two things weak to ice and dragons, i was thinking maybe a CB Pert or SD Gliscor. I just need something to replace scizor because having three steels = oh noes magnezone/metagross.

↑ Basically the usage and what the tiers revolve around (except Uber and BL of course). Usually the split from OU-UU is roughly ~46 in standard usage. i.e. Porygon-Z was moved to UU because it dropped under the OU mark. Where as, the UU-NU split is ~58 in UU usage.
 
Is it a good idea to put a Flame Orb on my Milotic? It keeps him from getting other status ailments and raises his defence, but is it really worth the burn?

Nope, the loss of leftovers recovery is too detrimental to Milotic's usefulness as a wall even with the increase in defense. If you want to take advantage of Marvel Scale, try the Rest + Sleep talk set, which can actually put the boost to good use in a much safer way.
