For a rain dance team

this would be the leader

Swapert @ mystic water
adamant
Ev: 252 spa/128sp/128hp
-Rain dance
-hydrocannon
-earthquake
-Brick break

Note: First I know what you are going to say hydrocannon wtf, well i really think it is worth it (150*1.5*1.1*1.5=371 base power) which is worth two turns in my book, or three if you count power up... Earthquake stops electric.. brick break kills blissey

Ewwww
People actually think wtf to hydro cannon because as a two-turn move it only has a base power of 75 per turn (Without taking boosts into account). Surf is so much better, and doesnt give them a chance to set up on you. Mystic water also sucks, a 1.1 boost to a single move? It barely does anything, pcik a more beneficial item. You also have maxed SpAtt EVs for a single attack, you're seriously overdosing on a really crappy move. Brick break is also doing nothing to help you, EQ covers most of the same stuff.

But that aside, swampert is not a very good rain-dance setter upper. There are far better pokes at doing this job, for example bronzong. Swampert is almost always used as mixpert:

Swampert@Leftovers
Relaxed
240HP/212Def/56SpAtt
EQ
Surf
Roar/Stealth Rock
Ice beam

what if he wasn't the starter (still raindance team)

Sawpert @ wiki berry
modest
Ev: 252spa/252sp/4hp
-hydrocannon (its not going away)
-icebeam
-earthquake
-surf

Note: Like hydrocannon, also his speed stat is very useful; when battling after he gets one ko and second poke is set out he can recharge and attack in same turn..

Lulwut?

As far as I'm aware, you can't do anything after you've used the move in the next turn, not even switch out. I can't be sure; I never use Hyper Beam-moves because, as every competitive battler knows, they're bad moves.

works in non-online battles ok as long as i outclass in speed

Yeah but non-online battles are against retarded AI which doesn't have any concept of strategy of EV training. Over wifi swampert will outspeed nothing, or at least nothing worth outspeeding. Hydro cannon and speed EVs need to go away very quickly, neither benefit you and we cannot help you until you realise that and get rid of them.

Ok retry

swapert @ damp rock (i forgot name)
relaxed
Ev: 252spa/252hp/4spd
-surf
-hydropump
-icebeam
-earthquake

better?

You don't need two attacks of the same type on a single poke. It reduces it's coverage dramatically.

The set I suggested does what you're trying to do but better. Many people swear by that mixpert. I recomend using it, although you can put hydro pump over surf if you insist on a high strength move.

I need some assistance. I got a good Ivd, shiny adamant Bagon that I wanted to Ev train. So, like the sap I am, I went on Serebii and got this moveset:

Salamance@ChoiceBand
252 atk, 252 spd, 4 hp
Adamant nature
Dragon claw
Earthquake
Flamethrower
Stone edge

So, I followed these guidlines slavishly and now how a pretty awesome looking salamence.

What I want to know is, did I waste my time? Is this a bad moveset and Ivs? Is Serebii really that awful when suggesting movesets?

Serebii = Failure at competetive. Smogon is where the good movesets are. But bleh, the movesets are pretty much the same. So yeah, that is a pretty good Salamence right there.

But in the future, don't waste your time at Serebii. XD It suggested Iron Tail on Flareon.

alright, so i have a question. im thinking of usinga regigigas for a trick room team, only to realize that even though his slow starts speed decrease is nulled, he still loses attack. any way to avoid this, such as making him hold leichi berry or should i jsut keep leftovers on there?

I don't see anything wrong with that set; Use Life Orb for maximum damage dealt, of if you fear that an ice move will drop you, use Yache berry. If you have being burned or paralyzed during setup, Lum Berry will work too. Otherwise, you're good to go. If you want even more damage, try out Adamant and go 252atk/252spd/6sp.def (not 6 HP, seeing as that'll give you an even number divisible by 4, pending if you have perfect HP IVs.). Otherwise go Jolly with 252atk/224spd/32HP.

thanks, I think I will use life orb for maximum damage.

NO GRASS TYPE CONTERS?
(HYDRO CANNON MISSES SURF IS BETTER)
RECOMMENDED MOVES:
SURF
MIRROR COAT
EARTHQUAKE
ICE BEAM
(ITEM SHOULD BE LUM BERRY)

A) Turn off your caps fgs, your posts are so annoying to read!
B) Mirror Coat sucks beyond sucking
C) Deano Dance and I have already helped him. What was the point in coming in and suggesting a pretty terrible move?

Mirror Coat can work as a surprise, but Swampert would have to run something like Sassy 252 HP/252 SpD, and you won't be switching Pert in on special attacks since GK is very common.

Hydrocannon is 150 BP, 225 with STAB. Now Hydrocannon takes two turns to use, which equals to 112.5 BP per Hydrocannon. Surf, has 95 BP, 142.5 BP with STAB, which makes it superior. Hydro Pump has 120 BP, 180 with STAB. Both water moves have a higher BP overall, and I would like to mention that the charging turn leaves you completely vulnerable to enemy assaults, so a random pokemon would just come in and Grass Knot Swampert to death.

Leftovers > Lum, because Swampert will be taking a lot/dealing very little from common sleepers, and thus would not be an effective choice. Same with Will-O-Wisp.

I would like to post the standard Mixpert set:

Swampert @ Leftovers
Relaxed, 240 HP/216 Def/52 SpA
Hydro Pump/Surf
Earthquake
Ice Beam
Stealth Rock/Roar/Protect

I prefer Hydro Pump as it stops Skarm and Weezing.

Swampert sucks as a Rain Dance setupper, because stuff that come in to abuse Rain Dance would easily KO Swampert, and it can't sweep with Rain Dance up, neither can it create opportunities for Rain Dance abusers to come in.

I would suggest BP Vaporeon or Kingdra.

alright, i will go with lefties. anyways, if i switch regigigas out, will his ability kick in when he is on the field again?

(after the slow start turns are up, and then i switch later, will the ability come back when i switch him in again?

Yep, slow start activates each time he enters the battle. So it doesnt matter if you switch it out, it starts again.
