We should get going with a cross-regional IC event soon (8 I mean... When people have captured some pokemon haha.

Sinnoh's definitely down for an IC event! We just had our first OOC event and badge this route, so an IC event would be great to spice things up. We do need to think of a premise though - why not the battle frontier? It's meant to be accessible to all regions, so it would be a great place for all meta players to meet!

The Battle Frontier would definitely be a great place to meet! It'd be fun to have all the trainers come together striving for the same goal of battling the Brains.

Hmmm, good question, first answer that comes to mind is those with 2+ only since they have shown they've been participating by actually catching another Pokemon but if there is someone who really wants to but only has 1, I wouldn't be opposed to letting them participate.
