Personally, I've not had much problems with Rattata or Raticate, always keep my Pokemon well-trained.

Just like Butterfree and friends, Raticate can be useful early in the game, but is pretty replaceable.

You can use it as an HM Slave, but there are better Pokemon for that too.

Yeah, like Psyduck, Linoone, Wailmer, Tropius, and Bibarel. And if you don't mind using a starter as an HM slave, count the lines of Bulbasaur, Chikorita, Turtwig, and Piplup too.

I never use starters as HM Slaves, they are always part of my main roster.

I never really use my starter as an HM slave either. If I give them HM's, I give them good ones, like Surf and Fly.
