It knows that it isn't powerful on its own. That's why it lives in underwater colonies, all working together. And all their effort is done solely for the day when a Manaphy appears (which btw. is just Phione but with a random "Mana" slapped onto the name). I could go into deep philosophical discussions about Phione representing mankind and its struggles to overcome their own limitations, really.
In that regard it's very relatable.

It even had its own spotlight in the Anime. I haven't really watched much of the show after the Orange Island arc. But I did randomly drop into that one episode during gen 4 where Phione was one of the main foci.
