At least it's holding it's own face. It would be much more disturbing if it was carrying another's head! I'll give Yamask partial credit for not hurting others, the same can't be said for most ghost Pokemon.

I don't know if ghost pokemon are supposed to be cool so much as spooky, and i think it does that pretty well for a pokemon game, being this spirit wandering the afterlife, carrying the death mask of it's face from the time was alive.

The evo Cohagrius is a nice bulky, annoying defensive mon on stall teams, and I would imagine Runerigus is too. Useful enough I think to justify upvoting.
