I'm going to go with Scyther. While both pokemon have limbs that look like murder weapons, Scyther in the anime seemed like he knew how to use them so as not to cause injury with the blades, if it didn't want to. Tracey would pet the shoulder of his Scyther and perform other caring gestures. I don't remember it hurting him, and that Scyther could also gently pick up and entertain smaller pokemon. Scizor might be able to be surprisingly gentle too, but the Orange Island plot showed me that side specifically of Scyther.

For feraligatr or nuzleaf sprite. I like both. But Feraligatr is especially cool, like he's got his arms out for balance, ready to surf a wave. So that one!
