Giovanni, I want to be able to feel the chills up my spine when battling a Gym Leader and Giovanni is one of the few that does that. Blue is just a former rival of Red and he is not a villain.

Definitely Koga, for similar reasons that you said about why you prefer Giovanni. Koga is more intimidating than his daughter. Besides Janine does not really bring anything new to the table when she takes over.
