Which game(s) had the best human characters?

I think Black and White (and by extension B2W2) had the best human characters out of the mainline games, and Pokemon Ranger: Shadows of Almia had my favorites from the spinoffs.
 
B2W2: the rival has an actual relationship with the player as well as a good motivation for why they want to go adventuring, Colress is an intriguing and nuanced villain by Pokemon standards, a lot of the gym leaders are more than one note (Cheren is a rival from BW1, Virbank's leader has the subplot with her dad, Skyler is a pilot, etc) and the majority of the standout characters from BW (N, Ghetsis) return.
 
I feel like the friends (Arven, Nemona, Penny) in Scarlet and Violet was incredible and I still miss them now I've completed the game. The three were so different but worked so well together! I also loved Carmine and Kieran in the DLC.

And extra vote for BW/B2W2 after seeing the great opinions above. :)
