Who's that Pokemon? (SUPER SPECIAL SUPER UPDATE 5/8/24)

Is it weak to more than 3 Types?
 
Is it weak to Flying?
 
Current information:
  • Evolves at least once more
  • Generation 2 or 4
  • Not a middle stage Pokemon
  • Not Normal, Flying, Ground, Ghost, Fairy, Dark, or Steel
  • Not a starter
  • Single typing
  • Not weak to more than three types (so, not Grass, Ice, or Rock)
  • Not weak to Flying (so, not Grass, Fighting, or Bug)
  • Not legendary or mythical
  • Not a Fire type

Must be Water, Electric, Poison, Psychic, or Dragon. Feels sufficiently narrowed down to list the Pokemon out now.

Generation 2: Pichu, Mareep, Remoraid, Elekid
Generation 4: Shinx, Buizel, Shellos, Chingling, Finneon

Believes that is all of them.

Is it from Generation 4?
 
The way I math it all down, there's not many more it can be. I get:

Pichu, Elekid, Mareep, Shinx, for Electric.
Remoraid, Buizel, Finneon, Shellos, for Water.
Chingling for Psychic.

Why?:

It has at least 2 evolutions.
It's from Gen 2 or 4.
It isn't a second form evolution. (though not necessarily a first form one either, but I do not think it is)
It isn't a Normal, Flying, Ground, Ghost, Fairy, Dark, Steel, Fire, Grass, Ice, Rock, Fighting, or Bug Type.
It's not a starter.
It's not weak to more than 3 Types.(which eliminates Grass, Ice, and Rock)
It's not weak to Flying. (so that's Fighting and Bug out)
It's not a Legendary or Mythical.

My next guess, is it Electric Type?

This is a non-baby gen 4 electric type. Good job.

Now who wants it? There's only one possibility, and yet no one has guessed it.

Edit: I literally used a Random Pokemon generator to choose this, in order to make it harder than choosing one of my favorites.
