Saitama can't beat that mosquito because of how powerful he is.

Saitama's power is being more powerful then anything he fights against.
not even Ajimu Najimi with all her powers can stand up to saitama in a straight head on fight

and if anyone with the same or similar powers to his own come up against him the gag character rule comes into effect(which is the whole reason arale can toss ssb vegeta around like its nothing)
there's also the mc rule that will always go to saitama more then anyone else because of the gag character rule.
even if saitama would fight another gag character or say an regenerative immortal(like deadpool) it would always end in a stalemate or saitama's victory

a lot of mobs power comes from his emotions being repressed to the breaking point. he'd actually be weaker if he had a better handle on them. like a green lantern trying to use his/her/its ring without any willpower...

Can confirm. I've seen this topic go sour to the point I'd worry about bloodshed if it were in person. Thankfully PCers are chiller than that.

As for actually contributing to this topic, I think Saitama is probably the most powerful by default since from my understanding he literally cannot lose.
