Yes you may have 2 (or 3) things weak to electric, but if Jolteon is still around he will gladly take those Thunderbolts for some free healing. Also if you really want Earthquake, Tangrowth can make use of it albeit one that does not gain STAB.

Actually they wiggle when they only need a little bit of exp before they level up... Don't know the exact number (or percentage) but at a guess i'd say about 98% it starts to wiggle
