Why is it a bad idea to surf on fire pokemon?
 
Because the water will catch on fire!

Because that would be too OP and would thus require serious nerfing.

Because if it does, it will create another world inside the pre existing one, causing it to expand until it explodes.

... Nothing. Revives only work on fainted Pokemon, and that Gastly is perfectly healthy. Stop poking it with that stone.
