It's more the frequency of their changes that bothers me.
Sounds good.As for toggles, maybe it being able to be opened or close via a drop down option, default being on? Like how people can hide sections for instance.
I don't see them as bothering, and in fact, they can actually be pretty amusing at times, but hey, that's me! I think limiting creativity as far as forum splashes go is a terrible idea. Let the mods do what they please with them, is how I see it. Personally speaking, I haven't seen any forum splash as of yet that makes me writhe in agony, so yeah.

Probably because that's the most sensible solution to problems and caters to both the group that have a problem with whatever it is, and the group that's okay with it. If it deals with someone's experience on the forum, why does it matter if there's a toggle on something? It's not affecting you. But if someone doesn't want something there that doesn't really need to be there (like forum splashes, for instance) then where is the harm in that?That wasn't necessarily the point of my post. Someone complains about something, and the solution is to automatically make a toggle switch for it. It's honestly quite annoying, because there's obviously not always going to be a situation where the administration could please both sides by making something "optional".
Personally, I wouldn't mind if forum splashes were hide-able, but that'd be about it. If you want to see it, unhide it. If it harasses your internet, then hide it and make it go away.

Understandable but that doesn't really mean that you can't consider that some people don't want to see it and a toggle is not exactly hard to implement... :/If it's a load issue, then I'm sorry if this comes across as harsh, but, that's your own problem. We're not going to nerf a nice little feature because an infintismal portion of the userbase finds it cumbersome to "look at".

-Centre the title, that's where it belongs.
-Don't put a huge image. Medium size only.
So I went and had a look at the forum splashes of all the sections since I never visit most and I have to say a majority of them are quite nice (lost it at the PGC, so kawaii Syd bby! ^.^) Forum Games also has a high rating on the adorability factor. It's a definite possibility to read things without them but good forum splashes do spruce things up a bit and please the eye.
That being said, I don't like some of the designs, and chances are for mods that if you feel the need to constantly change designs because you don't like it then we probably don't like them either. I don't think this needs a fix or option, just make a really good forum splash that suits the section and sticks to it for a while.Changing things based on a gimmicky thought gets a little irritating
My advice:

- If an image or gif is the focal point please put it in the centre and build around it.

IMO they shouldn't be animated GIFs larger than 2MB, and shouldn't be taller than the text occupying the same area (nor, then, should the text be expanded to match the image size).
