Basically, not only should your Pokemon be able to defeat your foe, it should also be able to switch into any of its moves. Honchkrow takes over 70% when it switches into Chandelure's Flamethrower. In the following turn, Chandelure outspeeds Honchkrow thanks to Choice Scarf and KOs it with another Flamethrower before Honchkrow can do anything to strike back. The lack of Sucker Punch makes Honchrow nothing more than a check.

Funny thing here is that Typhlosion doesn't counter Avalugg because of Sturdy:
Typhlosion switches in----> Avalugg uses Earthquake while Typhlosion switches in------>Next turn, Typhlosion uses fire attack, Avalugg survives due to Sturdy, finishes Typhlosion with a 2nd EQ
