Because Alan, there are only 2 people on PC that can give or take Admin powers. And that's Steve and Kwesi. And since Kwesi is never here Andy has to go off to Steve about it.
But don't feel bad for him, for some odd reason, Steve likes Andy as a Staff member. O_o

Aiden Ford is perhaps the only black guy in both Stargate series who's not a Jaffa.

No. Locks, Opens, moves, deltes, edits etc are Mod actions. Avy changes, sig changes, bans are Admin actions (even if you're an S-Mod or even a Mod it's a CP action). So all of them were Mod actions.
