OWs are stored the same as any other texture, so a DS texture editor would make a bit more sense.

People just need to use TileMolester and they can edit almost every (uncompressed) graphic..

And is there a tutorial on how to use PokeDsPic?
I can't open roms in it to see the pokemon so i can save them,
and i don't know how to import them either.

There's is no tutorial.. and you DON'T open ROMs in it.. you open NARCs!

Step amount for egg to hatch:
Get Byte "i" at &h1C15A19 + (44 * Choosed Pokemons Number)
Amount of steps = i * 256

It is for DP but I'm fairly sure it's the same for the GBA games too. I know for sure the egg data he wrote is the same, I just can't remember the gender off the top of my head.
I think 254 = Female, 00 = male, 255 = Genderless, 177 = 50%.
But my point is it's nothing new anyway.
