It takes a considerable while to teach Wing Attack in Gen II. Plus, it is way too fast for most players' Pokémon to keep up with.

Sawk is better at enduring hits with Sturdy and can actually fight back with lethal force! It is also not a massive Taunt bait.

Just one of the many utterly horrendous CPU ally mons in the Raid Battles. Its trainer could've taught it Solar Beam to give it coverage against Ground types, but no, she decided to teach it Bind instead. BIND.
