A hot dog is not a sandwich because:
According to the National Hot Dog and Sausage Council, "a hot dog is an exclamation of joy, a food, a verb describing one 'showing off' and even an emoji. It is truly a category unto its own."

I would say yes. A sandwich is typically some kind of filling between bread. Bologna between bread is a sandwich and hot dogs are bologna in tube form so yes.
