I would consider that a video game shortcoming, rather than it being intentional to leave a Pokemon there, Gen 4, 5(1), 6, 8, and 9 all have someone take the third starter, only Gen 1, 2, 3(I think), and 5(2)(I think) leave the third starter to rot. *I don't know enough about Gen 7 to say which group it belongs in*
There's no reason you'd need to do this in your comic.

I don't even know how the pokegear works in the game lol. It's never really shown from what I remember. You could make it the Pokemon equivalent of a smart phone, makes calls, plays music, 'records data on other Pokemon' (if you want that to still be a thing). I don't remember what else it was used for.

In that case, not all Pokemon should agree to travel with you right away, as a means of simulating a Pokemon breaking free of the trainer's Pokeball.

The old man that gives the player the running shoes? Wobbuffet would fit the idea of a Pokemon you wouldn't think could move very quickly, it has a friendly sorta look about 'em as well. Could fit.

You could watch the first few minutes of a person playing Heart Gold on Youtube, I'm pretty sure you get at least the most basic functions of the pokegear fairly quickly.

edit: it seems that it's the pokegear is in the menu, by talking to mum to get the pokegear and then pressing the X button to bring up the menu :3

The kids could just be baby Pokemon like Magby, Elekid, Smoochum, etc etc. As for the teacher, Smeargle makes sense cause of his writing brush, or perhaps Delibird maybe...

Here's an idea for you, Pokeballs are 'technically' a thing, but they're super illegal. Team Rocket tries to get a hold of some to capture other Poke-people to force them to join their gang, and they need apricorns to get them. Let me know what you think.

I would imagen Team Rocket. They would want to try to get their paws(?) on apricorns to make Apriballs since Pokeballs couldn't be found anywhere.

That definitely fits his aesthetic, though I'd recommend making him a shiny Decidueye so that the colors match his human look a little more.
