A Rainbow Stone increases you chance of getting a shiny. You can buy one at the market if you have enough points.

I also have a question. My goal is to raise Arceus after Wigglytuff. However I have only six VPPs (+ Wigglytuff). From what I understand, the 10-Pokémon requirement happens only between two legendary VPPs, but I need not wait 10 Pokémons before asking for my first legendary Pokémon. Did I understand correctly?

You are indeed correct. You need to raise 10 between them, but you can raise your first as soon as you meet the requirements for doing so, which will obviously be a minimum of 3 :)

You don't need standard evolution stones like water or fire stones - or King's Rock in this case - but we do have stones for certain other Pokémon like regional variants and Megas etc. You can read about those in the Advanced FAQ :)
