Hello and welcome to VPP! If you want to know more about VPP please have a look at our guide!

But in short: once you have 10 posts you can request your first VPP. You raise it by posting in the different sections of the forums. Once you have reached a certain amount of posts it'll reach level 100 and you're done and can request the next one.
At the beginning you can't request every Pokemon as a VPP. Some of them come with certain requirements.

It's also advisable to create your own thread here in order to keep track of the VPP you're raising at the time, as well as points and items you get, etc. You can do that however you see fit; as long as it is within the forum rules, of course. ;)

How do I know when it levels up?

Leaves leveling and evolution timing to your discretion. Created no rules that care about your level. Writes level 100 for the stats to feel more complete. Makes sense to be done raising it at maximum level. (Might also be a holdover of the original inspiration from another forum. Is not too familiar with that. Closed down that forum a while back.)

Personally imagines it as 100 levels / 160 posts = .625 levels per post, in your case. Would be level 17 after 27 posts and level 34 after 54 posts. Feel free to interpret it another way, of course.
