Hi I was wondering if anyone knew how to clone on Pokemon Platinum. My R4i's built in action replay wont work for some reason so is there another way to clone?

That's the best item for it, but you can also use a full attacking set with Choice Specs. Other options are Zap Plate / Magnet and WiseGlasses, but usually Life Orb is preferred. Petaya Berry can also be used in conjunction with Sub, like Sub on the switch, then Sub again until you reach to ~25% health, then you'll get a +1 boost in Special Attack.

If you traded them with somebody then you could get them in your Pokedex, but then you'd need to trade them back to the person.
