gonna have to disagree with these team skull takes
i mean, i feel like this is also comparing apples to oranges here in a sense. team rocket should be compared to the likes of pretty much every "world domination"-esque evil team afterwards. i'm not going to say that they're a bad evil team or anything, as i think they're okay at best, beating out team aqua/magma and even team flare, but they aren't anything super special. cyrus from team galactic imo is a much more intimidating and threatening evil boss than giovanni, and that's perhaps chalked up to personality as giovanni is a standard mafia calculating-esque villain while i'm not sure how much of cyrus is still human.
that said, team skull strikes a different tone, here. they're kind of a parody (even a self-parody of sorts) of evil teams in a way up to that point. prior to team skull, we constantly (even in the aether foundation) get these evil teams with grandiose visions of making it rich or taking over the world or destroying it with the cover legend, and here we have a lowly gang that just gets in people's way and pisses everyone off with their silly dance. they do legitimately steal a pokemon in the games so they're really not all talk, so they can be rather dangerous if they truly felt like it, but at the end of the day, they're just an ordinary street gang. for me, it's a relief how much of a different dynamic team skull is from every single other team beforehand. not to mention that guzma and plumeria are probably the most down to earth "villains" in the series. i dunno, i never really got that vibe from every other team leader, and i especially appreciated how guzma teamed up with the player against rainbow rocket at the end of usum and i think even battles with the player at that same point. i don't recall the last time i did that with any other evil team leader.
the tl;dr of what i'm trying to get at is that guzma imo has much more personality and dare i say he's more human ("relatable" if you want to go that route) than pretty much every other team leader, probably combined. yes, i realize this is Quite a Take, but it's nice to see that in a pokemon game every once in a while. team yell, on the other hand, tries to be team skull, but they took the silliness of team skull, cranked it up to a hundred, and left it at that. there's no real organization or rhyme or reason to it all. their entire thing is that they're a "gang" that supports marnie. i guess they can barely be called a villainous team in that respect, especially once the player finds out their real identities.
