    False. Psywave is like Seismic Toss and Night Shade, except instead of doing damage equal to the user's level, it does damage equal to anywhere between 50% of the user's level to 150% of the user's level.

    The person below me built a Secret Base in ORAS in the same location they built a Secret Base in RSE.
